I am a Member of the Policy Planning Staff at the U.S. Department of State, an Assistant Professor of Politics and Fellow at the Center for the Study of Statesmanship at the Catholic University of America, and a Senior Fellow at the Foundation for American Innovation. I co-host The Dynamist, a podcast on technology, politics, and society.

My research focuses on military adaptation and organizational learning, the political economy of technology, and American grand strategy. I am completing two books: A Muse of Fire: Why the U.S. Military Forgets What It Learns in War (manuscript completed) and The Shot in the Dark: A History of the U.S. Army Asymmetric Warfare Group, 2006–2021 (under contract with the U.S. Army).

I hold a DPhil in Politics from the University of Oxford and a B.S.F.S. summa cum laude from Georgetown University’s School of Foreign Service.
